Important Changes to the WSU Greenphire/Clincard Program

We are entering into the fourth year of using the Greenphire Clincard system to manage a portion of research subject fee payments at WSU.   It has become necessary to institute changes in the way the cost of the program is being managed, in order to allocate the entirety of such expense to the departments utilizing the program.   Currently, a department is charged monthly for all amounts loaded onto cards for their studies, plus a $1 per card load fee.  However, departments have not had to pay for the cost of the physical cards, which have been absorbed in Fiscal Operations.  
Effective July 14, 2017, the one-time cost of the physical cards will be charged to the index of the study for which a set of cards were requested in that month.   The current cost is $3.70 per card.  

As an example, assume Dept. X requests 10 new cards for Study Y (Index 123456).  In that same month they load $10 on each of the 10 cards.   The total charges to index 123456 for Clincard activity would be:

Funds can be reloaded on Clincards, so study participants should be encouraged to retain the card for future payments. 
The above change is necessary to properly allocate the costs to the departments that are utilizing the program.
